(A) Any person or entity that violates any provision of this chapter shall be subject to a fine of $500 for the first offense; a fine of up to but not more than $1,000 for a second or repeat offense; a fine of up to not more than $1,500 for a third or any subsequent offense, as determined and fixed by the Health Officer.
(B) Any person or entity violating any of the provisions of this chapter shall also be responsible for and pay to the County Health Department all expenses, including, but not limited to, reasonable attorney's fees, or any losses or damages occasioned by reason of such violation.
