The County Board of Commissioners and the County Council resolve that no less than 100% of the revenue realized from the increase in the fees for the county sanitary landfill should be dedicated to a road improvement and repair program. It is the express intention of the County Board of Commissioners and the County Council that no less than 100% of that money shall be made available for a comprehensive road improvement and repair program.
