§ 36.04  ANIMAL SHELTER ADOPTION AND SPAY/NEUTER FEES ACCOUNT.
   (A)   There is established a special account to be known as the county Animal Shelter Adoption and Spay/Neuter Fees Account, which shall be under the joint supervision of the County Auditor and the County Treasurer.
   (B)   Any and all fees received by the county Animal Shelter shall be regularly deposited into this account.
   (C)   These deposits shall be made at least monthly.
   (D)   Upon presentation from the Director of the county Animal Shelter of a bill for services rendered by a veterinarian performing either spay or neuter procedure on an adopted animal, the County Auditor and County Treasurer shall then execute payment in the amount requested by co-signing the instrument.
   (E)   All receipts and disbursements from the county Animal Adoption and Spay/Neuter Fees Account shall be regularly itemized and maintained in a ledger available for public inspection and/or review.
   (F)   The balance of the account on December 31 of any given year shall be transferred into the General Fund of the county.
   (G)   The balance indicated above shall be reduced by an amount equivalent to any unpaid fees as evidenced by bill or invoice from veterinarians performing the contemplated services.
