No person, while a driver or passenger in a vehicle, shall throw or deposit litter upon any private property or upon any street or other public place within the town. No person shall drive or move any truck or other vehicle within the town unless the vehicle is so constructed or loaded as to prevent any load of dirt, litter or other matter being spilled therefrom or deposited upon any street or other public or private place.
