(A) (1) The Director of Public Works shall have full control of the work in and upon the streets, sidewalks, alleyways, parks and other public places of the town.
(2) The Director of Public Works shall do all things necessary for the proper maintenance and sanitation of the streets, sidewalks, alleyways, parks and other public places.
(3) The Director of Public Works shall have charge of the collection of refuse by the town.

(B) In addition to the duties that may be his or hers under the provisions of this code and other ordinances of the town, the Director of Public Works shall perform the duties as may be assigned to him or her by the Board of Alderpersons.
