§ 30.18  VOTING; BALLOT; QUORUM; ROBERT’S RULES APPLIED.
   (A)   All elections by the Board of Alderpersons shall be by ballot and the majority of the votes of all members voting shall be necessary for an election; provided, no election shall be valid unless a quorum be present.
