When an existing building or structure which is served by a driveway approach not conforming to the provisions of this chapter is demolished, repaired, altered or enlarged in the manner that the repair, alteration or expansion exceeds 50% of the ad valorem tax valuation of the building or structure immediately prior to the repair, alteration or expansion, the owner of the property shall, at his or her own expense, reconstruct the driveway approaches as to conform to the provisions of this chapter.
