Any dog or cat which bites a person shall be reported pursuant to G.S. § 130A-196 to the animal shelter immediately and quarantined for no less than ten days. It shall be the responsibility of the Animal Control Officer to decide whether to quarantine the animal at the animal shelter, at the owner’s home or, at the owner’s expense and request, in a veterinary hospital. Before an owner is allowed to quarantine his or her animal at home, he or she must satisfy the Animal Control Officer that the animal will be securely confined at home and that no threat to other animals or humans exists. If the animal is a dog or cat, the owner must show proof that the animal has been currently vaccinated against rabies. If the Animal Control Officer decides that the animal should be quarantined at the shelter, the owner shall surrender the animal and bear the expense of the confinement.
