All industrial users proposing to connect or to discharge into any part of the waste water treatment system, or any other waste water system which ultimately discharges its waste water into the town’s system, must first obtain a discharge permit therefor. All existing industrial users connected to or discharging to any part of the town’s system, or any other waste water system which ultimately discharges its waste water into the town’s system, must obtain a waste water discharge permit within 90 days from and after the effective date of this subchapter.
