(A) Inspection. The industrial waste of each person discharging the wastes into the public sewers shall be subject to periodic inspection, and a determination of the character and concentration of the wastes shall be made annually for all industrial users, or more often as may be deemed necessary by the Director or his or her authorized assistants. The inspection and tests shall also be made immediately after any process change which may affect the quantity or quality of the wastes discharged.
(B) Samples. Samples shall be collected in the manner as to be representative of the actual quality of the waste. Laboratory methods used in the examination of the waste shall be those set forth in Standard Methods, as hereinbefore described, a copy of which is on file with the Town Administrator/Town Clerk for inspection by any interested parties.
(C) Authority. The determination of the character and concentration of the industrial wastes by the Director or his or her duly appointed representatives shall be binding as a basis for charges.
(D) Cost. Total costs incident to the supervision, inspection, sampling and analyzing of wastes shall be included in the surcharge made to persons discharging wastes into the town’s sanitary sewers.
