Prior to the operative date, the city council shall (a) adopt a resolution establishing the composition of a committee of no more than five (5) residents of La Mirada to review and report on the revenue and expenditure of funds from the tax adopted by this chapter, (b) defining the scope of the committee's responsibilities, and (c) appointing at least a quorum of the members of the committee.
