"Emergency shelter" is a facility that provides temporary overnight shelter for persons with no permanent housing. Such facilities may offer services to meet basic needs such as food, clothing, and limited medical care. Other permitted operations of individual facilities are defined through conditions of approval imposed upon each permitted facility.
