21.122.020 Initiation of amendment.
A general plan amendment may be initiated in any one of the following manners:
   (1)   Upon resolution of the city council.
   (2)   Upon resolution of the planning commission.
   (3)   Upon application by a property owner or owners of any parcel subject to the general plan.
