The city hereby finds that the provision of housing for persons who may have special temporary housing needs due to circumstances involving adverse health, financial, or other conditions is essential to creating a community responsive to the needs of all its residents. The city also finds that such housing should be located, operated, and managed in a manner that serves the special needs of such residents with respect to safety, child care, access to mental and physical health services, hygiene, and job training. The city therefore establishes these regulations for the operation of transitional and similar housing facilities.
