Notwithstanding the use provisions specified in Section 21.20.020, within commercial shopping center in the C-1 or C-4 zoning district, the total gross building floor area utilized as a bar or bar-related use shall not exceed fifteen percent of the total gross building floor area of the commercial development. The community development director shall have the authority to determine whether an individual parcel is part of a shopping center.
