A parcel map in compliance with Article 6, of the State Subdivision Map Act, shall be filed prior to division, selling, leasing, or liening of one or more parcels of land so as to create not more than four new lots by an owner or subdivider who does not wish to record a subdivision map. A tentative map thereof, in full compliance with provisions of this title shall be filed and approved by the city planning commission prior to the filing of the parcel map.
