(a) Adequate lighting shall be provided in all subdivisions along streets, paths or other pedestrian or vehicular ways. An agreement to so provide by the subdivider shall be accomplished prior to acceptance of a final plan.
(b) Street lighting shall be accomplished by installation of standards carrying luminaries mounted over the roadway of size, height and type in accordance with the specifications, as established by the superintendent of streets.
(c) Spacing of street lighting standards, and type and size of luminaries on all streets which primarily serve residential dwellings shall be such as to furnish not less than 0.075 foot candle or more than 0.6 foot candle over any portion of the street right-of-way. The average illumination as determined by the superintendent of streets shall be approximately 0.2 foot candle.
(d) Wherever existing trees or other plants are to be preserved within the street right-of-way, street lighting standards shall be carefully located in such a manner as to receive minimum interference from such trees or plants.
