"Improvements" mean such structures or facilities to be installed or agreed to be installed by a person on land to be used for public or private alleys, streets, highways or other easements as a condition precedent to the approval and acceptance of a final map or parcel map, including but not limited to street surfacing, curbs, gutters, sidewalks, street trees, lights, street signs, sanitary sewers, utilities, water mains and drainage facilities.
