"Drainage facility" means any drainage device or structure which may be used to control the flow of water and/or alleviate flood hazard, including but not limited to berms, channels, culverts, curbs, ditches, gutters, pavement, pipes, walls, and safety devices appurtenant to drainage or water reclamation structures.
