Notwithstanding any provision of this code or other ordinances of this city to the contrary, no fees shall be charged or demanded as to any permit, zone exception, or as to any other requirement of any nature whatsoever where an application is made to this city for an approval or inspection relating to any shelter proposed to be erected as a civil defense measure, whether private or public.
