Any person desiring to obtain a wholesale fireworks permit and any corporation or association desiring to obtain a retail fireworks stand permit shall file an application by January 15 with the finance director, together with an application fee. The amount of the fee for a wholesale or retail fireworks permit shall be such amount as may be established by resolution of the city council. In the event a permit is not issued after application, the application fee shall be refunded.
