(a) Each retail stand permit shall be issued to a group or entity, or combination thereof, that meets the retail stand permit requirements provided, however, that no more than eight retail fireworks stand permits shall be issued in any calendar year. In the event more applications than available retail stands have been received by the deadline for submission thereof, each retail stand permit shall be issued to groups approved by the Master Permittee.
(b) The City Manager shall be authorized to establish rules and procedures to implement the intent and purpose of this chapter.
