No person, without having a valid fireworks permit issued pursuant to this chapter, shall do any of the following:
(a) Import, export, possess for the purpose of sale, offer for sale, or sell any fireworks for any use or purpose, including agricultural purposes or wild life control;
(b) Make a public display of fireworks in any place;
(c) Transport fireworks, except as provided for in the State Fireworks Law.
