In the case of a new subdivision, each cable television system operator granted a franchise by the city to service such area shall be given reasonable access and opportunity to place its transmission and distribution facilities in utility trenches opened by such subdivider. Further in such case, in the event more than one cable television system operator is so franchised, each such operator shall be given equal access and opportunity to place its underground facilities in such trenches. The cost for opening such trenches and providing access thereto to such cable television system operators shall be borne by the subdivider.
