It is unlawful for any person to place, install or maintain, or cause to be placed, installed or maintained, within any city-owned right-of-way, including, but not limited to, city-owned sidewalks, walkways or streets, any container, receptacle or other device, designed or intended to accept the deposit of any letter, package, box or other object for purposes of forwarding by a delivery service.
