Prior to the adoption of the ordinance codified in this chapter, there was no mechanism by which the city could prevent confusion on the part of the public if the city's seal or logos are used without authorization so that members of the general public would reasonably believe that a document bearing the seal or logos was generated by the city or that the person or entity responsible for creation of the document is employed by or affiliated with the city. In the absence of the adoption of the ordinance codified in this chapter, the public could become confused, deceived or misled by such documents, which is detrimental to the public health, safety and welfare and the effective operation of the city.
