Except as specifically permitted by the city council or its designee, no person shall enter or be within any public park in the city during posted hours of closure as set by resolution of the city council or when closed to protect public safety and the period of the temporary closure is posted. Posting shall consist of posting the hours conspicuously at the entrance to each park.
