(a) All areas of any dairy wherein flies might propagate or be harbored, including, but not limited to, cow yards, barns and sheds, shall be cleaned and sprayed with effective insecticides as often as is necessary to prevent the breeding, propagation, or harboring of flies which constitute a menace to the health and/or welfare of the community or adjoining neighborhood. The health officer shall have the authority to designate the frequency required and such insecticides as are effective as fly insecticides when needed.
(b) Notwithstanding any other provision of this chapter, upon written notice by the health officer, a dairyman shall spray or cause to be sprayed, within twenty-four hours of such notice his dairy as specified in such notice. The notice may be given by delivery to a responsible person on the dairy or by posting in a conspicuous place thereon. The health officer shall have the authority to issue such notice whenever he shall find that the cleaning and/or spraying required thereby is necessary to preserve the health and/or welfare of the community or adjoining neighborhood.
