(a) "Dairy" means any place or premises where one or more cows are kept and any part or all of the milk or milk products from which cow or cows are sold or offered for sale.
(b) "Dairyman" means any person keeping or maintaining, or causing or permitting to be kept or maintained, any cows or calves, in connection with a dairy or otherwise.
