Subject to the provisions of Chapter 4.50 of this title and the franchise limitations set forth therein, a nonexclusive franchise is granted to California Cablesystems, Inc. ("grantee" hereinafter) for the transmitting, receiving, distributing and supplying of radio, television and other cable communication services along, across and upon the public streets, ways, alleys and places within the city.
