It is unlawful for any person to act as an outcall dancer unless there has been granted to such person a valid permit, pursuant to the provisions of this chapter. Such permit shall be jointly issued to the outcall dancer and employer of the outcall dancer, or to the outcall dancer if self-employed, who must in turn also hold a valid outcall dance service permit issued by the city pursuant to the provisions of this chapter.
