A pawn shop or a dealer in secondhand goods shall be defined and shall conduct its business in accordance with and subject to the requirements of California Business and Professions Code Section 21625, et seq. Such business shall present to the finance director a valid license issued pursuant to the foregoing Business and Professions Code section, prior to the issuance of a permit under this title. Because state law requires licensing of such businesses every other year, the term of a permit granted pursuant to this chapter shall be for two years and each license holder shall reapply every other year after initial permit issuance for renewal in accordance with, and subject to, all terms and conditions of this title.
