In addition to the application requirements as set forth by the finance director, a person or business engaged in automobile repair shall present the finance director with a valid registration certificate for such person or business, issued pursuant to the provisions of California Business and Professions Code Section 9880 et seq., prior to the granting of a permit pursuant to this title.
