There is established a basic salary plan for employment of and payment to persons within the classified service of the city. Such basic salary plan shall consist of various schedules of pay, each with five classifications of rates.
The city council by resolution shall assign classes of employment to the classified service. All classes of employment assigned to the classified service shall be allocated to a schedule and all employees in the classified service shall be paid at one of the rates listed on the appropriate schedule. Said schedule and rates shall be as are established from time to time by resolution of the city council.
