2.04.060 Mayor.
   The mayor shall be a member of city council and elected by members of the city council. The mayor shall be elected to such office for a term of one year.
   No councilmember may hold the office of mayor for two successive terms; however, any councilmember may be elected to the office of mayor when he or she has not held such office for the year immediately preceding the councilmember’s election to such office.
   The election for mayor shall be held at the time prescribed by Section 36801 of the Government Code whereby following the declaration of the election results and the installation of elected officials, the city council shall choose one of its number as mayor, and one of its number as mayor pro tempore. In non-city council election years, the election for mayor and mayor pro tempore shall be held at the first regular meeting of the city council in the month of June.
   The mayor may make or second any motion and present or discuss any matter as a member of the city council. The mayor shall preside at the meetings of the city council and shall have such other duties as may be prescribed by law.
