Special meetings may be called at any time by the mayor or by a majority of the members of the city council, provided written notice is given to each city council member and each local newspaper of general circulation and each radio or television station requesting notice in writing, and further provided said notice is given in such form and in the manner prescribed in California Government Code Section 54956, or any successor provision thereto. The required notice shall specify the time and place of the special meeting and the business to be transacted or discussed. No other business shall be considered at such meeting. The required written notice may be dispensed with as to any member who, at or prior to the time the meeting convenes, files with the city clerk a written waiver of notice. Said waiver may be given by telegram. The required written notice may also be dispensed with as to any city council member who is actually present at the meeting at the time it convenes. The required written notice shall be posted at least twenty-four hours prior to the special meeting in a location that is freely accessible to members of the public.
