§ 2-101. Nuisance.
   1.   Any dog, cat, fowl or other animal which by frequent or habitual barking, howling, screeching, yelping, chirping, clucking or baying or the production of any other noise, which in any way or manner injures or disturbs the quiet of any person or the community, or which disturbs or endangers the comfort, repose or health of persons, is hereby declared to be committing a nuisance.
   2.   The keeping of dogs, cats, fowl or other animals in such a way as to permit noxious odors to be detectable outside the boundaries of properties on which the dog, cat, fowl or other animals are housed is hereby declared to be a nuisance.
   3.   It shall be unlawful for any owner or person having custody of such a dog, cat, fowl or other animal to harbor or permit it to commit such nuisances.
