2. Provided that this prohibition shall not apply to any vehicle in the process of making a local delivery within the Township nor shall the prohibition contained herein apply to vehicles collecting trash or garbage or bulk milk trucks, provided said vehicle is operated by a garbage or trash collector duly licensed by Lamar Township.
