Any development or redevelopment of property requiring a building permit or site development permit shall require planned development approval, if such development or redevelopment is under single ownership and/or will be developed under unified control and has or is proposed to contain two (2) or more principal structures or two (2) or more principal uses, which structures and/or uses are or are proposed to be commercial and/or multi-family in nature (i.e., containing attached dwelling units).
