The building officer shall be and is hereby authorized to promulgate and publish from time to time a current list and concise summary of guidelines for certain requirements of this Lake Villa building code. Such guidelines as promulgated and published from time to time by the building officer are simply that, guidelines, and are not intended as and shall not be used as a substitute for reference to and application of the full text of this Lake Villa building code, which text shall always govern and prevail.
