Notwithstanding any permit or approval issued by the village, no person(s) shall install any improvements (other than landscaping) or do any work within any recorded utility easement unless such person(s) has received the approval in writing from all those utility companies, including, where applicable, the village, that are using or have a right to utilize such utility easement, unless such person(s) is an official, employee, agent, or contractor of one of such utility companies or the village. Such written approval(s) shall be submitted to the village as a condition of the issuance of any such permit by the village for any such work or improvement within any such recorded utility easement.
