All commercial, industrial and institutional outdoor lawn sprinkling systems may be submetered if requested and installation shall be by or at the expense of the owner and permit holder. Before the installation of such submetering assembly, the proposed design shall be submitted to the village and reviewed and approved in writing, in advance by the village engineer.
