Any person convicted of violating this chapter shall be punished by a minimum fine of not less than one hundred dollars ($100.00) and not more than seven hundred fifty dollars ($750.00) per day for each offense. Each day a violation occurs or continues shall be considered a separate offense. Notwithstanding such minimum fine, any citation issued for a first offense of this chapter may be settled prior to the initial court date in the circuit court by the payment to the village, by cash or certified funds, of the sum of fifty dollars ($50.00) in settlement thereof. A second or subsequent offense committed by the same person within any twelve (12) month period shall be punishable by a minimum fine of not less than two hundred fifty dollars ($250.00) and not more than seven hundred fifty dollars ($750.00) per day for each offense, but no settlement amount shall be applicable.
