It shall be unlawful for any person to damage any public facility, including, but not limited to, any public street, sidewalk, parkway, or tunnel. It shall further be unlawful to place, dump, or deposit any object or thing, such as, but not limited to, leaves, grass clippings, refuse, or landscape waste, into any ditch or culvert which is located within the public right of way of any public street.
