A. Barbed Wire Restricted: From and after the passage and publication hereof, there shall not be built along the line of any sidewalk, or along the line of any street where there is a public footpath which is generally used by pedestrians, within the corporate limits of the village any barbed wire fence or any fence composed wholly or in part of barbed wire, except that there may be a barbed wire stretching along the top of any such fence where such barbed wire will be at least three feet (3') above the surface of such walk or footpath, which said fence, when so built will be nearer such walk or footpath than four feet (4') on either side.
B. Maintenance Required: The owner or owners of any property, along the street line of which there shall be at the time of the passage and publication of this section any barbed wire fence, or any fence composed wholly or in part of barbed wire, except as above stated, or any part of which shall be nearer than four feet (4') to either side of any sidewalk or public path running along either side of any street within the village shall be required to keep the same in perfect repair; and in an upright or perpendicular position and firmly braced and shall be required to keep all wires composing said fence tightly drawn and firmly attached to said fence and shall not allow any loose ends of wire to dangle from the said fence.
