4-2-8: DISCRETIONARY ACTION:
The provisions of this chapter are designed and intended to give discretion to the chief of police, the village attorney, the village prosecutor, and other village officers, employees, and/or agents, and are intended to provide tools and mechanisms for the village to abate or to cause the abatement of chronic nuisance properties and to help preserve the peace and order of its neighborhoods and to protect the public health, safety and welfare. For these reasons, the following provisions, consistent with the reservation of discretion shall apply:
   A.   Nothing in this chapter shall create or shall be construed as creating any rights to any private person to require action to be taken by any elected or appointed official, employee or agent of the village.
   B.   Nothing herein is intended to give any party(ies) whose ownership, possession, and/or tenancy of any property is disrupted by any action taken pursuant to this chapter any claim against the village or its elected or appointed officers, officials, employees, and agents relative to any loss of use, occupancy, possession, and/or control of such property.
