4-1-2: NUISANCE DECLARED:
The following are declared to be public nuisances when they exist upon property within the limits of the village and are hereby prohibited:
   A.   Junk Accumulation: To cause, permit, or allow the accumulation or storage within the village of trash, junk, and partially dismantled motor vehicle, wrecked motor vehicle, any unlicensed or unregistered motor vehicle which under the laws of the state would be required to be licensed or registered in order to be operated on public highways within the state, discarded appliances, used machinery, refuse, garbage, discarded furniture, rubble, or other similar items or materials, whether on public or private property, for a period in excess of thirty (30) days unless the same shall be situated within a suitable enclosed building provided for the purpose.
   B.   Donation Boxes: Donation boxes are hereby declared to be a public nuisance and are hereby prohibited anywhere within the village unless all of the following conditions are met: 1) such donation box is directly related to an existing lawful use of the property; 2) such donation box is owned and operated by the owner of the property on which it is located; and 3) a permit was secured for such donation box as a temporary use as required by the village of Lake Villa zoning ordinance in advance of the installation of such donation box.
   C.   Animals, Where Restricted: The location of farm animals in any zone other than the applicable zone of the Lake Villa zoning ordinance 1 .
   D.   Offensive Lights: It shall be unlawful for any owner, tenant, and/or other person having control of real estate within the village to cause, permit, or allow any light(s) located on such real estate to illuminate onto property owned by another person in such a manner as to be offensive to and/or interfere with the owner(s), tenants, and/or occupants of such other property. Lighting with an illumination level of greater than three (3) lumens on, or at any height above, the lot line shall be considered to be offensive, and is hereby declared to be a public nuisance and is prohibited.    E.   Unregistered, Unlicensed, And Abandoned Vehicles: Unregistered, unlicensed, and abandoned vehicles are declared a public nuisance. In addition to all other remedies, the village shall have such further remedies to abate such nuisances as are contained in 625 Illinois Compiled Statutes 5/4-201 et seq., and 5/4-201 through and including 5/4-213 are hereby adopted by reference.
   F.   Other Nuisances: Any and all items or activities described or declared to be a nuisance in the Illinois Compiled Statutes, or in this code, as amended from time to time, are likewise hereby so declared to be public nuisances pursuant to this code. (Ord. 2014-08-03, 8-27-2014)
   G.   Control Over Other Provisions: This chapter shall control over any other provisions of this code or of other village ordinances which are inconsistent herewith. (Ord. 2013-05-02, 5-22-2013)
