The board shall consist of three (3) members, whose terms of office shall be three (3) years and until their respective successors are appointed and have qualified. No such appointment, however, shall be made by the mayor within thirty (30) days before the expiration of his term of office. (Ord. 2001-9-2, 9-12-2001)
