No occupancy permit shall be granted by the village for the use of any structure within any subdivision or other development until all required public improvements have been constructed, installed, completed, and made ready to serve the development, provided, however, the final surface course of all streets and roadways providing access to the development shall be completed only after occupancy permits have been issued for at least ninety percent (90%) of the development or such earlier time as recommended by the village engineer or his designee, and approved by the village board.
