(A) Except in the case of a planned unit development, either a public or private alley shall be provided in a block where commercially zoned property abuts a major thoroughfare or a major street. Alleys in residential areas other than those zoned for multiple-family use shall not be permitted.
(B) All alley rights-of-way and pavement widths shall conform to the following minimum standards:

(C) All centerline gradients shall be at least 0.5% and shall not exceed 8%.
